Update notes
[Feb 2, 2026] A line of trucks waiting to enter the refinery was confirmed. The trucks were in a queue to be loaded. Per CCR Tile 13 1485 (d) (1) (B), trucks are exempt from the 5 minute idling standard while in queue. The refinery can load three gasoline trucks and three diesel trucks at a time, with a loading time of approximately 30-45minutes per tanker. The refinery's environmental manager stated there is usually a surge of orders on Tuesdays following a holiday weekend. CARB staff confirmed that vehicles may idle for unspecified periods of time while in queue, with no requirement to be registered as a "Certified Clean Idle" vehicle.
