Loud boom and oil globules from asphalt company

Description

There was a loud boom around 7am from the golden bear facility. There was some smoke coming from a stack after the boom. There are now globules of oil all over my cars. Can someone come down and take a sample or check on the facility?

Update notes
[May 6, 2025] DTSC - has done inspection on Tricor. According to a previous report, it's an asphalt company that acts as a storage facility that stores petroleum products and a generator.
Kern County Environmental - Not classified as a refinery under NAICS standards (industry code)- refineries are program 4, may be a variance of some type of refining, but does not meet all requirements for a refinery

SJVAPCD: ruptured disk, on-site investigation. No excessive black smoke. Investigation power temp control lost power and wasn’t able to record temp, so NOV was given. Complaint is closed (NOV #5034957)
