Loud hissing and smells coming from refinery

Description
There is a very loud hissing sound coming from the Refinery. It sounds like gas or air being released at a very high pressure, I can hear the hissing inside my home. There is a foul odor as well and it's 10pm

[Oct 10, 2024] Report was submitted to the Air district at 10:19 p.m. with complaint number S- 2410-044
An Air district inspector called at 10:23 p.m. to ask for more details. The reporting Air district inspector said they would call the operator for more details.
[Oct 10, 2024] IVAN inspector responded to the hissing in person at around 10:40 pm with a forward-looking infrared camera. Videos were taken from several angles and plume was visible in both the infrared camera and in person. The cloud was a white looming cloud that was drifting slowly towards the northwest. There was a very slight smell of crude in the area. The Ivan inspector also saw a fire truck leaving the area at around 11:00 p.m.
At 11:15 p.m. The reporting Air district inspector was updated by the operator that the sound was coming from a tank that was being sandblasted. The Air district inspector was going to do further verification by requesting a work order for the sandblasting.
