High Speed Rail Dirty Diesel Equipment between Shafter and Wasco

I observed today that High Speed Rail seems to be using older diesel engines on several pieces of earth moving equipment with visible smoke from exhaust pipes. This is similar to an unresolved earlier complaint about HSR using older diesel trucks for moving dirt to the construction site. This goes against language in VERA with the SJVAPCD requiring the latest and cleanest equipment be used. See photo of SJVAPCD description of VERA from June 19, 2014.
