Unlicesent food vendor

Vendor selling food items, such as corn, Mexican chips & sodas, out of a ice cooler in a shopping cart. Comes to our mobile home park at about 5 pm each evening. She is dropped off and does not live in this park. This would be a food safety issue. She is not licensed to sell nor has a health certificate.
